課程概述	農業發展為農業結構變遷與農業政策引導的結果。本課程將先行回顧我國農業發展與農業結構變遷，以及近十年來的重要農業施政規劃。
課程目標	本課程將先行回顧我國農業發展與農業結構變遷，以及近十年來的重要農業施政規劃，包括邁進二十一世紀農業新方案；新農業運動-台灣農業亮起來；健康、效率、永續經營之精緻農業。其次，再介紹影響農業發展的總體制度環境與觀念，包括WTO與農業多功能性。最後，本課程將引薦先進國家的重要農業政策議題與相關制度，包括歐盟共同農業政策、生物經濟政策、農民福利制度、農業環境計畫、食品安全政策、食品品質制度，以及鄉村發展政策。
課程要求	1. 論文導讀50%；閱讀心得35%；專題報告：15%。 2. 無故缺席：每次扣2分。 3. 提供課堂志工服務者、熱烈參與課堂討論者，予以額外加分。
